About Thoralf
Thoralf Stenvold spent over 25 years as a Norwegian diplomat. He served as Norway's chief negotiator during China's accession to the WTO in 2001, and at Norway's UN Mission in New York he was a key driver behind the development of the UN Sustainable Development Goals (SDGs). He has served in China, North Korea, Mongolia, India, and Bhutan, at the WTO and UN in Geneva and New York, and as Senior Specialist at the ILO in Geneva.
In 2025, Stenvold founded the think tank Progressive Diplomacy. He serves on the steering committee of the global initiative Trade — Not Just Aid, conducting diplomatic work for WTO reform on behalf of the initiative's founder, CUTS International. Stenvold lectures and advises in Norwegian and English, and is available for engagements nationwide and internationally.

The Bridge Between the WTO and the UN
Progressive Diplomacy is built on a core philosophy: International challenges cannot be solved in silos.
Today, the rules governing world trade in the WTO (World Trade Organization) are legally binding and enforceable, while UN standards for human rights, climate and labour often lack real enforcement mechanisms.
Progressive Diplomacy works to couple these systems together. When the UN Sustainable Development Goals (SDGs) and fundamental rights are integrated directly into international trade agreements, economic exchange becomes a driver of progressive societal development. It is about using market forces and international trade rules as tools for global justice, decent work and sustainability.
